  7.      U.N. diplomats are abuzz about Saudi Ambassador Samir
  8. Shihabi's election as president of the General Assembly. The
  9. largely ceremonial post was expected to rotate to an Asian
  10. candidate. Where, then, did Shihabi get the fire in the belly?
  11. And how did he win so handily? Some officials believe the Saudis
  12. launched their candidate in response to a challenge from the
  13. delegate from Yemen, who had occasionally supported Saddam
  14. Hussein in the Security Council. U.N. sources also suggest that
  15. Shihabi's victory was cemented with some well-placed promises
  16. to a few impoverished countries. He was evidently so confident
  17. of winning that he and his entourage were seen inspecting the
  18. presidential offices even before the election took place.
